Description:Summary:
This position is responsible for raising awareness about affordable health insurance options and providing eligibility and enrollment assistance to uninsured patients in health centers and residents in a variety of Pasco County areas. This position will develop, coordinate, and carry out countywide outreach, technical assistance, training and support for insurance coverage options.

This position is grant-funded for a minimum of one year. Continuation is contingent on available funding and successful implementation of the set goals and objectives.
Duties:Essential Duties and Responsibilities: includes the following; However, other duties may be assigned:
• Conduct public education activities to raise awareness about coverage options available under Medicaid, CHIP, and the Marketplace
• Develop and execute strategies and work plan for outreach and enrollment.
• Provide health education, information, and trainings to appropriate individuals regarding programs and services.
• Coordinate and facilitate speaking engagements, special guests and key resources and materials.
• Coordinate outreach and enrollment activities with relevant grassroots partners, local health service agencies, and local health benefit exchange entities.
• Help individuals understand and access affordability options
• Provide information and assistance in a fair, accurate, and impartial manner
• Provide information and assistance in a manner that is culturally and linguistically appropriate to a diverse population
• Develop strong community networking presence.
• Plan and implement training and technical assistance for community partners.
• Provide monthly status reports Business Development Director and PCHG leadership on progress, outreach and enrollment activities, successes and barriers.

Qualifications:Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience:
AA Degree with emphasis in community/public health, social services, health delivery systems, communications or community development is preferred. Equivalent experience will be considered.
• Strong interest in improving access to health services
• Demonstrated project management experience.
• Familiarity with publicly funded health care programs such as Medicaid, CHIP and the Marketplace.
• Familiarity with Pasco County’s regional geography and culture.
• Demonstrated ability to use contemporary technology, including social media, to achieve program goals.
• Proficient in the use of Microsoft office 2007 including: Word, PowerPoint, Outlook and Excel.
• Strong organizational skills, written and verbal communication skills.
• Advanced interpersonal skills necessary to develop and maintain effective and appropriate working relationships with the public, vendors, media contacts, representatives of other agencies, and co-workers.
• Ability to speak confidently and knowledgeably in public and to serve as meeting coordinator/facilitator or instructor for individuals with various backgrounds and educational levels
• Ability to consistently demonstrate sound ethics and judgment
• Ability to think analytically and apply sound judgment, solve problems, make effective decisions, and act with integrity
• Ability to explain complex policies and processes in layman’s terms
• Knowledge of (or ability to learn) local, state and federal public health laws and regulations
• Skill in operation of modern office equipment such as personal computer, facsimile, copiers, scanners

Travel Expectations:
• Must be able to drive a motor vehicle safely and use a seat belt when in operation.
• Must be willing to use own automobile for travel (mileage reimbursed).
• Must possess a valid state driver’s license and automobile in good repair.

Language Skills:
Ability to converse on the telephone, via email and in person. Bi-lingual preferred.

Reasoning Ability:
Proficiency in English grammar, spelling, punctuation, and simple mathematical functions such as addition, subtraction, multiplication, division, percentages, ratios, etc.

Other Skills and Abilities: It is imperative the individual have the ability to work under pressure and manage multiple tasks simultaneously. Must express the ability to work cooperatively with multi-disciplinary and multi-cultural staff. Must be able to effectively work well as part of a team or group.
