|Description:||SUMMARY: The Chief Medical Officer position is a part time Administrative position whose responsibilities include participation in PCHG's management process, communication functions and supervision of PCHG medical services. It is a position required by the Bureau of Primary Health Care as part of the essential staff of a program receiving Federal Funds.|
PCHG uses the services of one of its practicing physicians for the Chief Medical Officer functions. The amount of time allowed is defined in the individual Physician contract. If the amount allowed is less than 50% of the Physician’s time, PCHG understands that the duties will have to be prioritized and that all of the described duties will not be given equal attention.
|Duties:||ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.|
Participates in Overall Management Processes
1.Helps develop and prioritize goals and objectives for the implementation of clinical activities in the Health Care Plan and assesses the progress made towards their achievement.
2.Effectively collaborates with PCHG's management team in ongoing management planning and decision making.
3. Establishes Effective Communication Between Governing Body, Management and Clinical
4.Communicates management decisions in a convincing and timely manner to medical staff.
5.Maintains awareness of medical staff concerns and effectively communicates these to the governing Board and Executive committees.
6.Provides monthly reports to the Board of Directors regarding clinical activities of the medical staff.
7.Communicates and coordinates clinical activities of the Corporation with external health related agencies.
Provides Clinical Leadership to Guide Staff in Carrying Out Mission
1.Supervises the clinical activities of medical providers directly or by delegation. This includes promoting excellence in quality of services, coordination of clinic scheduling and provider educational activities, implementation of clinical policy and protocols, provider performance evaluation and disciplinary actions, clinical Quality Performance Improvement, assurance of credentialing and review of clinical protocols as needed.
2.Assists with recruiting and promotes the retention of an appropriate number and kind of qualified medical providers.
3.Helps resolve conflicts and promote harmony within the medical staff, and within the corporation as a whole.
|Qualifications:||SUPERVISORY RESPONSIBILITIES: The CMO has oversight responsibility for the activities of all employed and/or contracted physicians and midlevel providers. Direct supervisory responsibility, including the day to day operations and the annual performance evaluation may be delegated by the CMO. There shall be evidence in individual personnel files of the direct supervisory responsibilities.|
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Medical degree (MD, DO) from an accredited Medical School. Two years experience as a primary care physician.
LANGUAGE SKILLS: Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY: Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS: Valid Florida Medical License; membership in good standing in one professional medical association.

COMMENTS: The CMO is one of five key employees in the Corporation. It is crucial that the person holding this position be able to work cooperatively with other key employees, usually through the Executive Committee. PCHG is managed in a participatory manner, reaching for consensus in most of its decision making.
